if he's a free agent. if you tag him, while we still don't know the WR nonexclusive franchise #.. .lets just say it's $10m... he might get that on the open market, but if you tag him, you're going to want something valuable in return. So, now a team not only has to pay him $10m, but also to help satisfy you. All for a receiver that has injury issues. And given your WR group at the moment, I don't believe anyone seriously thinks you are tagging him.
I have two offers that tell me otherwise. Who says I need something valuable? Even taking a trade for quality depth is better than letting him walk. Maybe I will tag him, maybe I won't. Is it risky?
