    Other way around RNI. The Chiefs made the offer to Detroit, and Detroit turned them down.

    detroit turned them down because they couldn't afford both the #1 and the #3 at very least

    Yea I don't see how anyone could pick twice in the top 3, granted you could get two franchise players but if both were busts your franchise is destroyed for half a decade.
