Reduce the pixels size because there is also a height and width restriction. By doing that, you should be able to get it back down to a suitable kb weight as well. Either he went from a .gif to a jpeg or he increased the quality of the jpeg, that would be my guess.
i resized it for him and saved it as a jpeg. ive never seen photobucket make a file size bigger without reformatting it.
its under the limit now. i had to get it down to 54K. then photobucket made it bigger again, but under the limit this time.
