I came in to post that very thought. Before the side effects came out in the late 1980s, steroids were widely used in all sports, not just the obvious ones like weight lifting. (Some would argue they still are) That said, Terry really didn't do anything wrong, because they were available for him to use at the time. This would be a much bigger "scandal" if they had been outlawed at the time. I don't want to commit blasphemy against our 1972 team, but I wonder how many of our guys were on the juice?
Some better informed people than I consider the 72/73 Dolphins to be the last 'clean' superbowl winners. The Steel Curtain dynasty is widely thought to be the first champs of of the steroid era (that isn't an indictment of the Steelers because when everybody is juicing the playing field is level). When you look at the rapid changes in bodyshape that happened in the 70s I think its fair to say that in the early 70s the league was mostly clean and that by the end of the 70s the league was mostly roided up.
