You would get fired as a GM really fast. Probably rival Mat Millen as one of the worst in the game if you would honestly take Smith and Palmer over him. Ckap..Tannehill...Flacco..Eli..Alex Smith..Carson Palmer..Tony Romo..Josh freeman Those guys aren't better than Rivers. I wouldn't take any of them over him. Especially Smith and Palmer. Really laughable that you mentioned them.
Just so we're clear, Eli Manning is an elite QB. He's the single most clutch passer playing the game at the moment. That's not even up for debate. He's a two time Superbowl winner. Phil Rivers isn't elite. He also isn't in the second tier. He's struggled for 18 months and this year he's been awful. The lack of weapons debate could be made about this season a little more. But Vincent Jackson, Malcolm Floyd, Antonio Gates, LT, Darren Sproles and Jacob Hester say hi. Was he elite? Probably. But his footwork is awful and he throws too many picks.
Moving forward, if you would take rivers over any of the guys I listed, you would be fired and laughed at.. For example..rivers over Eli???? Wait for it.....LOl.

Ryan Tannehill has thrown for 3,059 Yards, 12 TDs, 12 ints. Has 6 games where hes thrown at least 1 int and 8 without, in 14 games. Obviously I am not counting the Jets game. All in a rookie season, ill take it. Yeah he had games he struggled, but there has been games where he shined. he is a rookie, and done this with lack of weapons on offense. He has a bright future in the NFL. I think they went with the right decision with starting him this season.
