Yep, there is talent just walking the streets after the draft, some of which winds up in the CFL which is a part of the reason why I pay attention to Canadian Football. The NFL talent acquisition system is kinda haphazard.
Kelly is a stretch, imho you could easily pencil in Cam Wake at the DE slot instead of the OLB role as he plays mostly with a hand on the ground.
