   Sure it can. The Pittsburgh Steelers, Baltimore Ravens, Chicago Bears, and plenty of other teams have built defenses by drafting and developing players, not signing 30 year olds to $50M contracts.
   
   

   The only people that are "hoping" are the ones who have no control over the situation. The coaching staff and front office don't need to hope, they need to develop. If they can't develop the talent we have into an elite defense, then they fail. If they can't turn Sean Smith or Vontae Davis into elite CBs, then they didn't succeed.
