Pro Football Talk's Mike Florio reports that Phillips conducted a private workout for the Steelers in Florida on Thursday. The Steelers hold the 23rd pick in Round 1. Insight: Florio makes the leap that adding a second first-round safety (Troy Polamalu is the other) could be a sign that coach Mike Tomlin is trying to shift to a Tampa 2 scheme. Of course, such a defense tends to keep both safeties deep pretty often, which would take Polamalu away from his strength.
