    Because there is no need to keep three QBs. He can't play until the fourth quarter anyway. Why waste a spot?

    The third QB runs the scout team in practice. He could of course be on the practice squad.

    ROFL...sorry, but this is truly funny. "Developing a QB"? Is that what you call this with Devlin? He's developing? Forgive me, but I find that lacking. He's not developing. He doesn't have the talent to be a starting QB in the NFL (nor in college, which is why he transferred from PSU). He's not developing. He's trying to make a career out of being an "emergency QB". End of that story.

    Both Omar Kelly and James Walker (ESPN) believe Pat Devlin won't make the final 53.

    I was specifically talking about him "developing". There is no design to make him more than what someone above said...a guy to run the opposing teams offense. Thats what hes developed into. Other than that, hes substandard.

    ah yes, clearly the coaching staff is keeping him around just to run the scout team. Clearly Joe Philbin is a liar when he said he (and I'm paraphrasing) has a great command of the offense, good poise in the pocket, came off the bench and made a play at the end of the game to win against the Saints. You don't see the irony in that last part? Philbin specifically mentioned it as a positive. The other stuff you can mark down as coach speak. But to specifically mention him coming off the bench to win the game? That's not something you forget.
