Yes but don't expect to get a top quality WR in FA because they all get franchised. Then come the draft you have to reach for a WR or risk not getting one.

It would not be announced until he Franchised Jennings and 24 hours had passed. Otherwise you'd be giving up leverage on any deal in place since teams would choose to bid or not bid because he wouldn't hit FA.
