The "parallel” exchange thing reminds me of being in the Navy. There was the official exchange rate that you could get from banks or the people that came onboard to swap money, and then there was the rate you got from the cab driver/bartender. I’ve always wondered what the dollars value would be with out all of the artificial controls different governments impose.
