Lamar Miller. Showed plenty of flashes, yet only gets the starting RB role after Knowshown Moreno gets injured. If you look at the games Moreno played last year its obvious Philbin's plan was to give him 80% of the carries and let Miller sit on the pine. Rishad Mathews. Our 2nd best WR this year, yet he couldn"t get any reps last year, and yet we brought in 3 high profile WRs in the off season. Maybe it would have been a better use of resources to bring in 2 WRs and spend the othermoney/draft pick on a MLB. Jelani Jenkins. Only started last year because of injuy. We know from the 2013 season that Philbin wasn't going to demote Ellerbe or Wheeler. Charles Clay. Only gets significant playing time because of Dustin Keller's injury. In fact I'd say the only area where you could say Joe Philbin was completely whiffing on player development is interior OL. The problems at LB have mainly been because we've put no resources into acquiring talent there (remember how in the off season people were discussing which undrafted FA rookie would solve our MLB problem). S, CB and OT positions haven't been covered in glory either, but there have been some partial successes.
Matthews is our best WR so far this season and is top 10 in the NFL right now (according to Football Outsiders). I would say he's been the best player on the team through 4 weeks.
most Miami fans would say Landry, but without injuries to Parker Stills and Jennings Philbin would only be giving him 4 or 5 snaps per game at most.
