Honestly, who names their daughter Aryan Nation?

You have to assume that the parents are really messed up and the living conditions of the kids might be deplorable. My guess is that as soon as young Adolph went to Pre-K the teacher reported it to the authorities.

No, the Register of Births, Deaths and Marriages is an office held by individual states, not the Commonwealth government. The states hold the power to refuse to accept a name, but not to forcibly rename a child.
