Every team is allotted $3.5mil per year in CASH to spend between July 1, and June 30 (League year) The Heat spent all of their money this year in trades (Stokes, Rio, Birdman deals) and D-League callups. They have No MONEY to buy a pick (2nd rounder costs $3.0 to $3.5 mil), BUT THEY CAN EXECUTE a trade for the NEW League year (July 1st) and that ALLOWS them to use the $3.5mil they have coming to them. The Trade goes THROUGH after the Moratorium, so July 7th is when you acquire the player or assets you traded for.
I think the Heat won't make moves tonight, but you never know with Riley. Besides Winslow, hitting on J Rich and having potential with Briante Weber puts in a better position than we thought we'd be with young talent.
The analytics guys have weighed in on "selling" picks and they have determined that selling a late 1st round pick is bad value, but selling a pick for the MAXIMUM allotment past the 20th pick of the 2nd round, is actually good value. So that is now the NBA rule of thumb. I wouldn't expect many teams selling high 2nd rounders.

They just need to keep the core three and maybe add a piece or two to replace a few that they will lose. They shouldn't be overly concerned, really they just need to stay the course and be healthier and better in the playoffs. I think OKC knows Durant is a goner. Otherwise its a good haul i think for OKC. They get Oladipo who a few years ago was a top 3 pick, Sabonis is a top 15 pick. Ive never seen the big deal with Ibaka. I feel Presti messed up big time by choosing Ibaka over Harden, now they got neither. Crazy to think they break that team up after being on the cusp of a championship...

The one guy i feel bad for is Billy Donovan.. This guy coached a heck of a series against Golden State, was so close to making the Finals, they looked like the better team most of the time against GS, and now his GM is blowing it all up. Why? Could have just stayed intact, told Durant we were so close we can do this, even if it means Durant signs a 1+1 deal.
