Yes all weapons and armor can be upgraded to max damage/defense with the ASCEND perk, which costs an exotic shard (or whatever it is called, but you get then from dismantling exotics).
So why do some weapons require Etheric light to Ascend? And what is that/where do you obtain it? By the way is it still hard to get the Crux of Crota required for Necrocasm? Sent from my iPhone using Tapatalk

So I'm balls-deep in the Witcher 3 right now, but who here plays in the Ps4? I love this game and will get back into it, but I hate that Bungie only allows me to play half the game unless I have a crew to play with. I don't know other games IRL that are into this. You need etheric light to max legendary weapons and armor (not just raid items). You get it from level 34 or 35 Prison of Elders, nightfalls, Trials of Osiris and Iron Banner.
