NFL disallows it. He has 16 draft picks and 31 total players. 30 after he cuts Sanchez. 7 picks in the first 3 rounds. All other picks are 6's and 7's. Technically he can pull it off....but he's going to have a real green team. By far the youngest team ever in the history of the NFL.
