The economic impact is far reaching Im never for giving a free ride but the details make sense for everyone imo. the added benefit out ways risk and actually id say is a sound investment

Wins will absolutely, 100 percent possitively, change the culture at the stadium. That's a fact! Your point of view is overlooking this. Will the teams be able to hear the fans better with the fans closer along the sidelines? Sure they will but that's not what changes a culture. A team that sold out over 100 straight games had the pleasure of watching their team get worse and worse over a ten year period. That's what changed the culture. Not the stadium.
The field elevation will lower unless you demo the the concrete and the steel/rebar within. I would go go with the first idea. Excavate and build forms to match up with existing. Cast in place of course. Unless they have a way to tie in pre-cast.

Based on past history, will not would be more correct, in my opinion. Buts that not what I was trying to say. I was trying to point out that JRS is probably not the place that MLS would want a team to play. And it may be a case of by the time Miami tries again MLS won't want a 3rd team in the state. Or maybe they will beat Tampa for the spot and get a team, but the push is for soccer specific stadiums which would most likely take JRS out of the equation.
