They take that into consideration when measuring verticals. If you watch the Combine they have those little bars that the players jump up and hit so they can measure how high they jump. They set the bottom little bar right above the players reach.

The thing it doesn't take into account is the amount of body in the air... For example because Britt is bigger he will have more body in the air and can use his bigger body to effectively shield the CB away from the Ball.

 

Should factor in arm length, because you can't always get a clean jump when you're going up for a ball.
