He said something about how he wasn't given a fair chance to compete and that he didn't want to wait for one of his fellow QBs in the league to go down with a serious injury to have a chance to play. "I would rather shut the door to such 'opportunity' than continue to wait for one of my fellow quarterbacks to suffer a serious injury. Since I was not given a fair chance to come in and compete for a job, I would rather move on and win in other arenas of life." Just fund this Quote from Culpepper

The chance he had to start here was never fair. Oakland it was better but they drafted a QB that you knew would get the job soon after. He's right he hasn't gotten a fair shake, but that's the case for many quarterbacks. How do you think Sage Rosenfels feels?
To add to that, he never had the chance to really start in OAK. He was brought in late, played for McCown, then shelved when McCown got healthy. But he has made his mistakes. Didn't he get a 2 year offer in Balt or Jax?
If you look at his numbers for these last two years and consider the situations he's played in, he's been fairly decent.
I'm sad to see him hang up the cleats because I liked watching him play with Randy Moss. Regarding him getting a fair chance, I can't really argue with him. I think Jaj and J said it well above. He did have a chance to be a backup in GB though and he declined the offer made of one year/$1 million by the Packers. Hope he has success with whatever he moves on to though.
Italicized part, I agree with. Bold part, no, he didn't. The best offers he received was one year, one million dollar contract to play in Green Bay and a job in Steelers as long as he realizes he'd be cut once Charlie Batch gets healthy.
That's right, I forgot he was his own agent. That might have had a little to do with his success in finding a team. Trying to be your own negotiator and concentrate on football is a bit much.
He was brought here to START, not to be a backup. Culpepper just flat plain sucks, he sucks, and he just sucks.
He was offered a 1yr/$1 million dollar deal by GB this off-season to be a backup but declined it in the end.
