I think what the other poster meant was charges filed by the DA. The thresh hold need to arrest someone (Probable Cause) is a lot lower then what a DA needs to actually move forward with the case.
That would be true here, if it were a private lap dance, but if a lap dance in the public area of the club, then the girls are more likely going to want to go by the laws, due to not knowing who maybe watching. Even though it maybe adhering to the laws reluctantly.
