This was one of my biggest complaints in school, and I went to a good public school system (for Ohio).
Did you see the video? The QE test looked to quantify non-academic attributes of students. Assigning a positive (correct) weight to desired answers with regard to students' attitudes and belief systems.
I watched about 10 minutes of it, can't watch that much at work. I'm not sure I buy how much weight they are putting into these non-academic attributes for these students. Doesn't mean they aren't notating it. At least for elementary school kids, almost all the focus is getting them prepared for MCAS. the exception being if they either have strong character issues that need to be dealt with or they have special needs like my daughter. If it's either one of the latter, then the non-academic stuff really gets focused on much more.
