I read something to that effect once. Say the Dolphins want a tight end and would be satisfied with either Williams or Harbor. If there were forced to roster every player they placed a waiver claim on, and were awarded, they could only put a claim on one. If that were the case, they may only place a claim on the one they thought they were more likely to get and the other player conceivably could pass through unclaimed at all. Somehow they can make the claim so say, Williams is their priority claim, and Harbor the secondary claim, so that they are only awarded Harbor if Williams gets awarded to a another team higher on the list.

I think the Dolphins put in claims, but not necessarily for tight ends. I think for other positions. I was surprised wr T. King was not claimed and is on Denver's practice squad now.
