At launch, yes. It was buggy on every platform. But it's since been (repeatedly) patched and is 100% playable.

You missed a LOT of deals from the sound of it. I picked up all of the Alan Wake content for about $10.

You have to check Steam three times a day, morning/afternoon/night, to see all the deals.
